I will certainly disagree with the perception that "hip hop" is a negative art form, however it is clear that the medium was hijacked in the late 90's by corporate america.
Before that time it was solely the voice of an oppressed people - and if you look, there is plenty of conscious hip hop that is not even played on the radio stations in the neighborhoods the artists grew up in.
The fact is that positive hip hop directly addresses propaganda, because it is essential cultural information that needs to persist through generations - among other messages that it keeps alive.
